Owings Manor is definitely going downhill. I've been here since Aug '03 and it's been getting worse and worse. Now they are going to start charging for trash disposal and other services. The word must be getting out, I keep seeing people leave but I dont' see anybody moving in.

Two of the apartments on my floor have been vacant for months and the only neighbor I have left on my floor is leaving at the end of the month. My lease is up in May and I can't wait.
