I am a brand new resident to Owings Manor Apartments. But after reading "some" of these reviews I felt compelled to give my first impression of this community. So far I have had a few issues come up and the leasing office took very good care of everything for me. I moved into a newly renovated apartment and it is absolutely perfect. It is worth every penny in rent b/c of the quality of it's apperance. All of the appliances are brand new, as were the flooring and carpet and the walls were freshly painted and free of scratches and nics. Candy, the Property Manager, is very approachable and honest as she did not allow me to move into the original apartment I was assigned, b/c she knew I would not be able to receive satellite reception at that location. She quickly found me the new apartmentm and worked all day with me until I was totally satisfied and happy. I was in the rental office for over 3hrs, working with the staff which was also very efficient and friendly.
My neighbors are quiet, polite, and tidy. No loud music, and I have two dogs in my building which both seem to be well behaved fairly quiet for dogs. I don't hear conversations through my walls, nor do I hear toilets flushing or anything disturbing. My walls seem to be pretty "sound proof" for apartment life.
I have witnessed myself a strong police presence, which appeared to me as more of a watch night patrol rather than them scoping out a dangerous community, and that makes me feel safe. I also have not witnessed random people hanging around and loitering in front of the apartment buildings.
As for my leasr, it was well written and comprehensive with no hidden agendas or clauses that I didn't understand. And when I needed add'l understanding with something Candy was more than happy to explain it to me.
Overall I know I have not spent much time so far in this new community. But right now if I had to grade it I would give it an A. However, if that changes for any reason I will update this review. But I think this is a nice community for a single woman or family to live in.
Apartment life is just that, and Owings Manor is not scrapping the bottom of the barrel IMHO.
I would definitely recommend this place to many people to live in.

I have been living at Owings Manor since 2001, and I believe it is a wonderful community to live. My one bedroom is much more specious than those I have seen when I was looking for apartments at other locations. In addition, feel quite safe in this community, and would recommend it to anyone looking for a place to live. Owings Manor is only one to two minutes from 795; shops and services are conveniently located - very convenient for almost everything. Give them a try.

It's now been 7 months and I STILL love this place. I mean no noisy neighbors, no bugs, maintenance is still great, and my apartment is brand new so it looks and feel wonderful. The only time I cringe is on the 1st of the month, LOL! For obvious reasons...
