It is true that owings manor is going down hill fast. In 2003 the place was great. Only complaint I had was that the walls are thin and you can hear your neighbors but I was fine with that. A new company has took over and it has been hell. They got rid of the free laundry service and now the dryers in the laundry rooms are terrible. $1.75 to wash & 1.75 to dry and your clothes are never dry ( and no I'm not overloading the dryer unless 5 shirts & 10 boxers are too much). They got rid of the free utilities and now all they cover is gas. Polite office staff but they never solve the issue. I have had a squirrel in my vent for 3 months and still no solution. Maintence comes repeatedly but they don't solve the problem. I talked to the manager and still no help. Since the place has gone down they are not very selective of their tenants. I smell marijuana coming from my neighbors apartment DAILY. Oh and did I mention the water tempature in the showers changes suddenly if someone else in the building decides to shower when you do (ie. in the morning when everyone goes to work). So if you like hearing your neighbors grunting on the toliet while you shower, the smell of marijuana from your neighbors, going to the laundry mat, & animals in your vents...this is the place for you.

My neighbor smokes, and it seems like she is in my house because the walls are so thin. There is a bunch of dog ---- on the lawns, but I don't blame the management, I blame the nasty ass tenants. My walls have so many coats of paint on it, that there was a leak in the bathroom wall, and it formed a balloon that wouldn't burst. To be hones they really need to tear down the place and start all over.
