I lived in this apt complex about a year ago. I stayed for two years because I really did not want to deal with the hassle of moving. I finally had to leave because the place was so bad. The building is really old and the paint is constantly peeling off the walls. Every time it rained, water bubbles would form on the ceilings and walls, leaving brown spots after they disappeared. I know for a fact that they have lead paint in the buildings because they make you sign a waver when you move in stating that it exists in small amounts.The kitchen is smaller than the bathroom. The neighbors are the worst part of all. Total trash lives in every building. It constantly smelled like marijuana smoke in many of the rooms. Loud music in the parking lot and other apts. Kids running up and down the stairs all hours of the night. The cops are constantly having to come to the apts because of problems. I swear that the tenants were either evicted or moved so often that you get new neighbors every month. One family moved in at 12:00 at night on a Tuesday. They were making a massive amount of noise, and when I said something, they told me to f*** off. When I would get home from work, the residents would be sitting out on the front porch like it was their neighborhood hang out. I would have to ask them to please move so I could get in. One of my friend who lived in another building over had a fight with his girlfriend and she put a bag of his clothes out the front door. He went back in to talk to her and someone stole his clothes. This is absolutely true.I was able to find many other apts for about the same price that are way better.I am much much happier now that I have moved. The only nice thing about the apt is the big bedrooms. I was checking out this site and felt I had to write this review to warn others about this horrible place.

I agree to everything that you are saying. The people next door to me smokes, and it filters through my house like they live with me. My walls have at least 10 layers of paint on them. The place is a DUMP! They are trying to fix up the outside, but what is the point when the structure, plumbing, and drywall are the same materials from over 35 years ago? Like I mentioned in my previous posting, they need the tear the place down and start from scratch.

OMG, you MUST be living in my old building. I have been out for 3 years now, but had such a horrible time that I still post on this site. I figure that if I can convince even one innocent victim from moving there, I've done a good deed.

I really feel bad when I se these terrible reviews about Owings Manor.I worked there for 16 1/2 years when it was owned by Panco management.I drove through there 2 years ago and I could see the deteroiration.My mother and I cleaned the hallways and apartments back then.I looked in a few hallways the last time I drove through and I couldn't believe it!!!About 3 or so years ago I applied to Waterton Management who I think has Owings Manor now and after all the yaers of expierience Ihave(23)they told me I'd have to start out on grounds!!!! I forgot more about Owings Manor then they'll ever know.Owings Manor is a beautiful property that has alot of potential.I'd love to come back and help that property become the showplace that I know it has the potential to be.As for the office staff,maybe they're too comfoortable in their positions;maybe time for a career change!!!! You residents help pay their salary,if things aren't done to YOUR satisfaction in 24 hours or less;my advice to you is call the corporate office.
