The small 2 br townhome I rented was rented without the ability to view the model beforehand. This was not to much of a problem but the unit was much smaller then I was lead to believe. Neighborhood was quiet and safe. Convenient to shopping.
Maintenance was largely competent but getting them there was difficult at times. My major complaint (that I did file with the state against them for) is that I had birds nest in the stove vent. Maintenance was very unprofessional in handling the situation and management was CRUEL, lazy and cheap. Instead of calling in animal control to properly handle the bird and babies, a very inexperienced and confused maintenance man who was afraid of birds came in and roughly handled the babies into a box that he simply left outside for them to die. The mother flew away after causing considerable damage to the apartment and my property. The maintenance man even admitted that the management did not want to have to deal with the situation and did not want to deal with calling in the proper people to handle the birds. As far as I know there is an animal cruelty investigation going on now.
Everyone has problems with maintenance when moving out and chartley is no different. They overcharge and disregard any special addendum to vacating the apartment. Don't bother with their home owner addendum. It is supposed to let you buy out of your lease for $100 with 60 day notice. They held the notice and didn't stamp it until after that time despite it being hand delivered to them. I was charged 1 month rent after moving out for the final month. They also refuse to provide proof of receipts for repairs they charged me for despite numerous logged calls saying I would be happy to pay when I see the receipts. They said on their way every time but I never saw one. Finally went to collections and I contacted a lawyer. You have rights as a tenant and if you request proof of repairs they need to show them. They could not provide and "graciously" dropped the repair costs. They said they would give me a discount if I payed the missing months rent. Just protect yourself and don't be ignorant to your rights. Otherwise it was a nice apartment for the 2 years I was there.
