Place is a slum!

Our first year here was terrific, but in the last 8 months, I have to agree with a previous posing, this place has turned into a slum. They management office has apparently been so desperate to fill apartments that anyone is accepted. This has resulted in our being surrounded by rude, noisy neighbors who play loud music and scream across the parking lots late into the night and early morning. We like to have a good time, but when the music and yelling start at 11p.m. on a weeknight and go til 4 a.m., it's tough to get up in the a.m. Since there's apparently no insulation, every slamming door and sliding glass door opening and closing in the building is heard and the conversations and every footstep of our upstairs and downstairs neighbors come through the floor and ceiling regularly (our upstairs neighbors are apparently raising horses, judging by the constant stomping!). We called the cops twice on the downstairs neighbors. Managements will send a "strongly worded letter" to the offenders, but admit they dont (wont') live here, so dont experience the offenses. Lots of teens and children running around unsupervised at night, hallways dirty, many tenants - who apparently moved here from the ghetto and never learned respect for others- leave their children's stuff and their trash all over the communal property. There is no security, so gets a little scary in the parking lot at night. Have been accosted for "change" twice in the parking lot...
Apartments are spacious, maintenance very responsive, but doesnt make up for the noise and creepy neighbors.
