I lived at Avalon at Decoverly from May 2008- December 2008, we moved because of a job transfer to another state. I was very surprised to see so many negative reviews because my experience at Avalon at Decoverly was very positive.
We had a 3rd floor unit, 1 Bdrm/ 1.5 bath with a loft. We actually did pay less than the monthly price for our unit on the website because of a move in deal. You don't necessarily get "one month free" upfront, but rather a lower rent rate for the first year.
The advantage to our floor plan was the high ceilings. We also had two walk in closets. They also have the carpets cleaned and walls painted between each occupant (each unit around us changed residents while I was there, so I saw the carpet cleaners and the painters each time). While I lived there, they painted our door, replaced outdoor siding and repainted, and kept the lawns mowed. The gym is small, but I found that I never had a problem getting an aerobic machine of my choice at any time of day. The aerobic machines have individual TV's, though the sound is faulty on some of them.
In the kitchen, the appliances were older but functional. The carpets were not the best quality, but again, functional and clean. We lived a bit far from the garbage/recycling area, so we generally drove it over, which was a bit annoying at times.
My biggest complaint about the unit was the air conditioning. It didn't cool our apartment lower than 82 degrees in the hot hot days of summer. We had maintenence look at it, and they basically said tough luck.
We did receive our recurity deposit back in full (minus last month's water bill) plus a few bucks in interest. It took a good month after move out for it to be sent, but we got it all back. We cleaned and vacuumed our apartment quite dilligently before we left, so I am sure that helped.
The staff at the office was nice while I lived there. The concierge is great, and the office hours are convienient. The only problem I had was after we moved out. I had a problem with stopping utilities, and called the office about it (the utility company told me to do so). The leasing agent was not very helpful in solving my problem, and seemed confused as to why I needed to talk to him about it. Regardless, we ended up resolving the situation.
As far as safety and security are concerned, I felt very safe in the area. I accidently left the window to my car door open one night right after we moved with a bunch of boxes still in the car (very stupid mistake), but the car was fine the next day, and nothing had been removed. The general area has a lot of trash on the side of the roads, but I found that was just typical for the area.
Overall, it was a positive experience. We looked at a lot of other apartments in Rockville, and I feel we got a lot for our money (for the area). Don't expect anything fancy or new, but a comfortable, quiet community.
