Hard of hearing...maybe'

First, I want to make it clear that I have no bitterness towards either the management or any of the staff. I'y to be objective.
It must be said that two of the posted reviews are very difficult to believe (rating noise as 4!!!!!!). They must be HARD OF HEARING or they are living on the top floor of these apartments. If this was the case, then the reviewers should have clarified that point. The facts are as follows:
-I have lived here for a year.
-My room was on the 2nd floor, there are two floors below and two (or one'') above.
-CONSTRUCTION: It is a FACT that the construction is UNACCEPTABLE. The floors/ceilings connecting the apartments are constructed with very little concern for noise. (NOTE: all floors are fully carpeted, but it doesn'p with this particular problem-please read on).
Be prepared to listen to EXTREMELY and UNACCEPTABLY LOUD NOISES from above. The noise is only partly dependent on the people living above you. The construction of the floors/ceilings between the apartments is so terrible that the simple transference of weight from one foot to the other causes unbearable screeching sounds. These sounds originate from the wooden beams used in the construction process rubbing against each other and against the nails that are holding the beams together (loosely I might add!), i.e., very poor quality workmanship and materials. To make matters worse, there is no insulating material to help muffle the noise.
I assure you that when your neighbors above you wake up; you will also be waking up. I woke up on numerous occasions in the middle of the night when my neighbors went to the rest room.
OTHER NEGATIVES- the cabinets in the kitchen and the bathrooms need to be replaced soon-first signs of rot appearing.
- the exhaust fans in the bathroom and in the kitchen are more or less useless.
-bugs and spiders! With the onset of spring, I had a huge influx of spiders and bugs entering the apartment. The sliding door to the apartment was too old and needed to be replaced. There are large enough gaps in the construction for the bugs to get in. I managed this problem with a $40 ultrasonic bug repeller that you plug directly into and electrical socket - No cockroach problems and the management came in and put some sort of new poison behind the kitchen cabinets in all the apartments shortly before I left).
But if your apartment is facing the road, (even though they are far from it), you will hear the noise from the traffic and I assure you that even though the train tracks are about a half mile away, the trains's are loud enough to block out the sound of your TV., through the closed sliding doors! Those doors really need to be replaced.
It should be noted that the windows have been changed not so long ago in my apartment and were in excellent condition. (They did a great job of blocking outside noise in the bedrooms).
-MANAGEMENT STAFF: They are your typical management type personalities (the smiles, "it'l be o.k." types, you know what I mean). If you can'l with that, then you'ways going to have a problem with the management.
-MAINTENENCE STAFF: I had had about 5 calls to maintenance. On four occasions, the staff appeared promptly and on all but one occasion they fixed the problem(s). I really do believe that the staff try hard to do the job right. However, the staff members were bordering on overly rude on a couple of occasions. Nevertheless, I don'nk it'r to put a lot of weight to the personality issues in making your final decision, since you can come across this in every aspect of life.
-ELECTRICITY COSTS: One person complained about the electric bill being $100 to $200. Oxford pays for gas, water, hot water (hot water is on gas) but not electricity. My electric bill averaged about $25/mo during non-summer months. I used the TV., computer quite a bit, the lights were on continually 7pm to 11pm on weekdays (sometimes during the day and night on the weekends), I did a lot of washing and drying, and the refrigerator/freezer was always on max power.
But the dreaded DC area summer messed up my $25 average. It did get up to $80 during one of the summer months. But $200!! hmmm, I'nking that that person'ts may have been clogged up...
-POSITIVES: New washer and dryer in my apartment (don'e an apartment with the old washers and dryers, they are pathetically small).
Fridge/Freezer are great- **THE FREEZER CAN CHILL A BEER IN LESS THAN 10 MINUTES**...is this normal!' I'ver seen anything like this before, it really was great!
Stove/Oven-old, but it' on gas and never had a problem with it.
Re. Oxford, my main suggestion is that you choose a top floor, which is pricier. At any rate, when I was leaving the advertised price for a two bedroom was $1450!!!!! In my opinion, this price is outrageous. Do not pay more than $1050 for a one bedroom or $1150 for a two bedroom at the absolute maximum. I think you'ing to have a hard time getting those prices, so do yourself a favor and move on to the next place. (There is availability throughout Rockville/Bethesda area. I feel that I paid too much ($1250/mo.) for a two bedroom for all of those sleepless nights, it really wasn'th it.
Now I'und a new place and it'at, but just one problem...it'ng to take at least a month to adjust to the blissful silence during the nights!
