Building falling into disrepair

In 2001, this county-owned, luxury apartment building for market-rate and affordable-housing tenants was assigned to a new management company. The company terminated much of the on-site management, repair, and custodial staff.
Before the change in management, the building was indeed luxurious, clean, fresh, efficient, strict, secure, and reliable. After the change in management, preventive maintenance halted. Sadly, the building has rapidly fallen into disrepair.
The remaining staff are courteous and helpful, but there are far too few on-site employees to maintain the building. As a result, the vacancy rate has steadily risen. The apartments used to be in high demand, with a five-month waiting list. But now vacant apartments are all too easy to find. There are several on every floor.
The elevators and the hot-water supply have suffered midweek outages lasting up to three days.
The lobby entry security system is frequently broken, allowing anyone to walk in anytime. Lobby security guards are present during the day, but they tend to disappear for hours at night.
Hallway carpets have not been cleaned in the past year, and they are torn up, especially in elevators. The condition of the on-site fitness room has also deteriorated.
Repair response time has slowed from same-day service to a 1-2 day wait. The repairs are of good quality, however.
The tenants (singles, couples and families) are without exception pleasant, friendly, quiet, concerned and responsible. Unfortunately, social events are no longer held to bring staff and tenants together.
For an affordable-housing complex, this building is adequate. But for tenants paying full market rate, this building is not the luxury it used to be.
