My comment is this stopping calling & writing the rental office staff they have no authority go to the regional office, all management companies have one look them up on web and i guarantee they will respond because they have no idea what is really going on with the properties they own. and the division manager in Bethesda doesnt care so let the Regional Manager know or write the president of the company. You can often email them from the website use it. They do not want to not answer because email is like a legal document to the higher court.
