Ok, to be fair I don't think it's Heather Hill that is the problem. Unfortunately, when people have a ghetto mentality...the ways of the hood will follow (and thats anywhere) but the problem here is most of the time tenants won't say or do anything about it. Now if this were a Class "A" property the rental office would be flooded with so many complaints they would have no choice but to take action. I have a really nice apt. at a very affordable rate BUT I am having to move because of my upstairs neighbors. It's a shame...just like "sugarshack" mentioned you can hear EVERYTHING from your neighbors (we can chalk that up to the poor insulation), the kids are ridiculous and the parents could care less. They act as if THEY are the only people in the building. Now I know kids will be kids but the parents have the authority to stop it. No matter how many times I complain they revert right back to being "ghetto" and frankly I'm tired of having to get out of my bed and leave my comfort zone to go upstairs to tell them what they already know. Now, if the rental office would do their job and start REALLY ENFORCING the laws of the land maybe the riff-raff will straighten up. You would think being so close to the new National Harbor that Heather Hill would finally want to operate a Class "A" or at least a Class "B" property to attract a better crowd of folks but nope, they obviously want to keep that negative image.
Hell, I would rather they raise my rent $100 or so, fix the place up, get rid of the riff-raff and operate a higher-class property than continue to pay the lesser rent and get exactly what you pay for.....THE HOOD!
The sad truth is.....nobody gives a f**K and the people that do (such as myself) are very few and far between. If more people raise hell, write some letters to Tarragon Management and get involved....they will soon be FORCED to operate under better conditions but until that happens Heather Hill will forever be ghetto.

I definitely agree. I'm way past ready to move. Since last summer I've constantly called the rental office or non-emergency because of the loitering. Inside of the building and outside. I understand we've had about four different property managers in the the last year (that's another story) but someone has to get things together around here. The longer the "riff-raff" continue to hang around, the more trouble they bring with them. It's sad that you have to pay a lot more money to get a better property but as the saying goes, "You get what you pay for." I also agree that the parents don't discipline their kids enough. On a regular basis, I hear elementary school children outside cussing and just running around like they pay rent here. Oh, and the buildings are definitely poorly insulated. I shouldn't have to hear every step someone makes, the music they play (word for word) or their "other activities". It's ridiculous.
