It is hard to get out of a lease without penalty. I will tell you what you can do. You first need to serve the corporation that owns the complex and the resident manager of the apartment complex with a certified letter stating the problems with the apartment. You need to keep documentation of everytime you call as well. The certified letter is a must. If they do not fix the problems in the allotted time given in the letter, you can then file a breach of contract case against them in small claims court. You will have to set up an escrow account at the courthouse. This is where you will pay your rent. What ever you do, do not stop paying your rent. That will hurt you in the end. If you do not want to do the court thing you can call the Consumer Protection Division. They investigate violations in landlord tenant laws. Their number is 401-528-8662. Look at Landlord Tenant Laws in PG county as well. That clearly spells out your rights. If the Consumer Protection Division has to come out to the property that is a $1000 fine off the bat. Just wanted to give you some options.
