Large Apartment, poor maintenance

After 3 years here I've noticed that the maintenance staff, while well-meaning, doesn't seem to be able to fix even simple things in a timely manner. Also, if it is minor, it never makes the "to-do" list.
Maintenance also has the management blessing to enter apartments with no notice, not leave notice they've been there, and not lock deadbolt when leaving. It's somewhat unsettling to arrive home after work to a door not locked as you left it.
However, apartments are large and rent for slightly below market pricing. If you live in the "heat paid" buildings you are fine. Otherwise, be wary: windows are old style and not insulated well. aLKeoXpj3s4OSgrp1trb
