I've lived here for 6 months, and it's ok. If you want to live within 30 mins. to Portland you're going to have to shell out big bucks for any kind of apt. The best advice I have if you're going to move here is to get in when the mgmt. is having "specials" otherwise the fees for everything is outrageous. I saved close to $500.00 in fees! Also, I didn't have to pay a security deposit. They do let you have pets which is great. The 2 major issues I have is that my upstairs neighbors are so loud. Once they were jumping around so much a ceiling fixture fell and shattered! Mgmt. is pretty nice, but they can't seem to do anything about the noise. Also, good luck getting ahold of them by phone, you always seem to have to leave a message. For me, parking isn't an issue. Also, the studio Apt.'s are really dark and kinda dirty looking, it's SO worth your while to get a 1 BR.

The two major issues that you encountered are exactly the same ones I had at Tamarlane. I lived there from 2000-2006. The quality of the tenants has taken a precipitous slide downhill, especially over the last year or so. As for trying to reach a "real person"...good luck. Many times I attempted to contact the Tamarlane office and I received the voice message from Lamplighter or another of the Equity properties. They never update the phone message, so you never know when exactly the office is open. Basically the management doesn't care about the tenants, the tenants perceive this and don't care about the property/fellow tenants. The "good tenants" move out and you are left with the rowdies and meth cookers.
