Maybe I've just gotten lucky in the building I'm in, but I have had zero problems with it. The apartment was clean when I moved in. All appliances worked, nothing wrong electrically. Air and heat work, however one of our windows leaks heat/allows cold air in like a sieve. Never had a problem with the neighbors. For a college student, I believe it is hard to find a better place for the money spent.
