Good price for Ann Arbor area, but too much for what you get

My experience with Eagle Pointe has been troublesome since I moved in. I did not view the apt. before I signed the lease. The day I moved in, I found water damage to the kitchen cabinets under the sink (same in the bathroom), doors that stuck, and the worst: water damage to the ceiling from where the roof leaked previously. This spot never leaked when it rained, although a new spot did appear. I had a bucket under it for weeks before someone came to fix the roof. But it wasn't until 8 months later (when I started withholding my rent) that someone actually came to do something about the peeling plaster and other water damage inside the apartment. The reason I started withholding rent was because a third spot started leaking inside. Maintenance did a shoddy job applying new plaster to the ceiling on top of old plaster that was already peeling, which only made it worse. I complained again then they finally hired a real drywall person to fix it.
Michelle in the office is very nice and very helpful and understanding.
The safety of the area however is questionable. The police are there very often, I saw police cars at least once a week the first month I lived there. The worst of which was a riot in the parking lot around midnight. I looked out the window because I heard lots of noise and yelling. I saw people running around, jumping on top of cars, trying to open car doors etc. but I didn't see what it was all about or what caused it. three or four police cars came up and everyone scattered. I think a lot of the people involved didn't even live here because many many cars left the parking lot soon after.
No utilities are included in the rent, and my water bill (for one person without a washer/dryer) was $25 a month! Heat and electric in the winter was about $100 on average, around $50 in the summer. and my rent (if I were going to stay) would go up $50 this year. There are definitley better apartments in Ann Arbor than these.
