Know what to expect before signing the lease.

Evergreen has many issues, most of which are attributed to its very design. Entry is via public hallway, and there is no individual entrance. This encourages tenants to loiter in front of buildings. There are some areas that are not very well lit and somewhat hidden, where illegal activities can take place out of the public view. The complex is very large, with over 500 residents.
Power outages have been frequent, with at least two of them during the Spring of 2009. There has been an infestation of goose droppings, along with waste from large dogs on the grounds and parking lots that can be sufficient to cause health problems. Some pets are a genuine nuisance, with barking and aggressiveness towards tenants. Phone and Internet service are often spotty, and of low quality. Internet services are especially bad when you order DSL, with frequent interruptions to the connection due to line noise and interference.
Drug trafficking has been a problem there for many years. Gunshots have been heard on the property during the Summer of 2008. There have recently been crackdowns due to drug dealers, loud car stereos, loitering, break-ins, and gun firings. Finally, the installation of a gate house, along with frequent security patrols by police and McKinley staff members, has put most tenants in a position of mistrust. Much of this has resulted in an "us against them" attitude, along with very little communication or friendliness among residents over fear of being reported for minor issues and/or evicted. Moral has been seriously compromised there in recent years by the severe tightening of rules and restrictions, with the development of an atmosphere calmed by great tension and strict control by management.
Grounds workers frequently run their equipment recklessly and at excessive speeds. Lawn mowers, motorcycles, four-wheelers, and construction machinery are an especially acute problem. Calling maintenance for a work order can result in an unwelcome inspection of the apartment, and possible charges assessed against the resident if they are determined "at fault". Evictions have been a frequent occurrence, with possessions tossed out to the curb and tenants being assessed fees for any damages by this company. There is no leniency, and McKinley will go after a former tenant with lawsuits, wage garnishments, negative credit reports, and other punitive measures. It is of great importance to thoroughly assess and document the condition of the apartment before moving in to mitigate any liability. And finally: Residents get hit by two months of utility bills taken out of their security deposit upon checkout, along with any minor damages or repairs assessed, wiping out most of it. So, do not expect that money back after signing the lease. In fact, some former residents may have to pay more money after moving out. It is highly recommended that the prospective renter have a good attorney go over all documentation, and to give assistance should any problem arise.
I do not recommend renting at this complex unless there is no other alternative available. I will, however, give some credit in that it is somewhat safer and better kept than some other parts of Ypsilanti.
