Low Price, bad, but not the worst mgmt, overall OK

I have lived in PR since June of 2000,and have to say I agree with almost all of the comments made by the other posters. The layout of the apartment is quite large for the dollar and not very up to date. The appliances are adequate but certainly a 30 or so year old fridge and range dont work perfectly. But a new dishwasher installed a year before we moved in works very well. The plumbing is certainly old and strained to capacity, never have run out of hot water for a shower though. Pipes make interesting clunking noises in the walls sometimes.
Have had a couple of maintenence issues that have been resolved quickly but usually took at least one follow up call to remind them what needed to be done. The front door worked for about 9 months when we first moved in but then was broken somehow and had never locked since. Not really a big problem because we deadbolt our door to the apartment every time we open the door,which I notice not everyone does!There have been loud kids over the summer of 2002 but they seem to have moved out. And if you dontlike the sound of the bass from cars then dont live here because it is intermittent but around often. A quick call to the cops as well as frequent calls to the cops usually settles it down. The noise from the freeway (I-94) is certainly apparent all the time but if you are not in the units on the northside of the property then it is just a hum in the backround. Also it should be noted the complex sits on the approach path of the Ann Arbor Municipal Airport. It takes a little getting used to,but planes do take off and land pretty regularly as well as the Medflight helicopters(louder than any airplane that lands at the airport).Especially in the winter as they store their helicopters at the airport hangers in the bad weather. Speaking of winter we have had a couple of pretty good snowmakers since we have lived here and winter snow maintenece is average to poor,remaining passable but certainly not really what should be done.
Overall these are at least 30 year old apartments that they are renovating as tenants move out.And many tenants have over the last year to 18 months,as rents have increased and dealing with management is really more of a hassle than it should be. Usually the office is manned by an attractive but very stupid receptionist that really does not know what is going on. But usually dealing with the manger of the complex gets results albiet on their timetable not yours. Also I have heard that women tenants have more difficulty than men in getting resolution of issues,so keep that in mind. They are replacing all the appliances,cabinets,kitchen and bath,carpets,and closet bi fold doors. The apartments are large,not huge, and well priced for the Ann Arbor market, which is expensive being a college town.
I do recommend this complex if you do not want to spend all of your pay on rent and dont mind taking care of things yourself.
