Decent apartment, BAD management

I have lived here for 3 years, and I was generally happy with the apartment and management(except parking - that has always been an issue) until Woodbury took over as management (I came when it was still signature villas).
They recently decided to start charging for water, even though for the previous leases I had, water was included. They are definately "double-dipping" in this respect. I have heard others are pursuing legal action. Does anyone know which attorney(s) they are using'
The staff are basically clueless - in just the past week, we have been told about three different things about the new leases. Oh - also, they are only offering 7 or 11 month leases, no 12 month for re-renters. That is very inconvenient for most people. But they "generously" offer you the option of going month-to-month after (and gouge you on rent). They made some lame excuse as to why they have changed this term as well.
The apartments themselves aren't too bad - since I have a roommate, the rent is reasonable and they haven't really raised it for us and we got a lot of our security deposit back. And a bonus is that they allow pets (but lots of the dog owners don't clean up after their pets).
Parking is terrible if you do not have a designated covered spot. If you get back past 7pm, good luck finding a place to park!
I had a few issues with snow removal this year too - they leave it in gigantic piles through the road within the apartments, and they are hard to see around and get your car around as well. Plus, I called several times to have the stairs cleared after a large snowstorm (i even waited a few days after the storm) and got no response and they never cleared them. I even reminded them they were legally liable if someone got hurt, but nothing.
we do have noisy neighbors (bass freaks with music) late at night, but that is easily taken care of.
I have never had an issue with the maintenance. They do a pretty good job and respond either the same or next day.
I am resigning a lease there, simply because I don't really want to move. If I had only been there for a year, I would be out. I would not recommend moving here, because they randomly change lease terms on you. I woud suggest to anyone living here now to document each and every instance of bad management (whether legal, illegal or somewhere in between) in case you ever need to pursue something with them. Also see if you can do a walkthrough with them when you move out to avoid huge maintenance fees.
