OK apartments, but not "Luxury"

It's a nice enough place to live; the trees are nice and the landscaping looks good. In the summer, it's really pretty, and it's nice to walk around. The apartments are reasonably spacious. The maintenance staff have often gone above and beyond for us, coming out weekends and late nights to start the water heater or fix a door lock, or move around closet doors. They're also pretty quick to put out salt and shovel the walk when it snows. We've had a few noisy neighbors, but in general they've come and gone pretty quick, and our part of the complex is pretty quiet. We get some road noise from the highway, but it's seldom a problem.
However, the office staff that takes maintenance calls during open hours has a weird sense of priority, so you have to follow up with them. They are nice, and do try to do fun community things, and they're good about accepting packages, I just wish I could call maintenance directly and bypass them during the day.
The buildings themselves are really starting to show their age. Kitchen counter space is limited, and the bathroom vanities don't have drawers! The ceilings leak, the paint is peeling, the gutters need cleaning (and haven't been done in years). The enamel is chipping off of the sink (it was before we moved in, and was badly patched), and the shower doors are falling apart from rust and metal fatigue.
The front gates get "fixed" about 3 times a year, but seldom work for more than a month.
Mail delivery is also a problem; that's not the complex's fault, but it's something to consider. I get mail mis-delivered ALL the time, and the post office doesn't seem to care. I get stuff for previous tenants, stuff for people in other apartments in my building, and stuff that I can't even figure out how they decided to give it to me. Judging by the pieces of mail that I see tacked up above the mail boxes, I'm not alone in this problem.
In general, we like it enough to stay another year.
**Update
Since 1/1/2009, we've had to call maintenance because of no hot water 9 times. I think this is excessive. 6 of those times were outside of normal maintenance hours, so we had to wait for the oncall guy to drive down (he's 45 min away) and relight the pilot light on our water heater. It happened twice over memorial day weekend alone. The manager is always really sorry for our inconvenience and promises that it has been fixed and this won't happen again. When maintenance requests are taken thru the office, they are given directly to maintenance. Maintenance then prioritizes the requests themselves.
