No relief for apartment problems

A month after I moved into my first apartment at Knollwood, it flooded while I was away on business travel. I returned to find the entire thing waterlogged. Of course I was moved to a new apartment, but the staff refused to send maintenance to help me move my furniture and I'm physically unable to do such a thing by myself.
The new apartment had a very old dishwasher and my complaints that it didn't work properly were met with the reponse that I needed to learn how to use it. Finally the pump gave out and it started flooding my kitchen...they promised to send someone out to look at it, but I had to wait until after hours and call emergency maintenance to get someone to come over. (The maintenance staff IS courteous and helpful, but seems overworked.) The dishwasher still has not been replaced, 5 days later, despite the fact that they get same day delivery of appliances...because maintenance is too busy.
On top of appliances that have got to be about 20 years old, the neighbors (who change often) are frequently loud and the staff always believes them when they say they aren't. I've called the police on noise complaints numerous times - and then been screamed at by one particular noisy neighbor because of it. The staff says this is my fault too because I need to learn to be understanding of their need for music whose lyrics I can hear through the ceiling, which I guess is more important than resting after a full-time job AND college classes in the same day.
