Ready to break lease

You would think with usual freezing temps in a Michigan winter that have the water heater in a moderatley insulated and heated storage unit outside the actual apartment would be a bad idea. It is. That's why I've had 3 problem w/ the water heater in the 3 winters I've been at Harbour Club. The last time, when the water heater in the unit abvoe us froze and busted, the water leaking through causing a collapse of the drywall ceiling and insulation to ruin everything in the storage unit, even a dead rat fell from the ceiling. This was 1 week before Christmas, didn't get fixed for 2 weeks. When maintenance showed they said, "should have lived on the top floor." I said you should have fixed it right when I called last week.
Now you can't use the clubhouse for a party or reception.
Left 2 complaints for the Property Manager, concerning the storage ceiling, she never responded.
The best is when you call up Maintenance to tell them the problem, and they say how about next Tuesday between 9 and Noon, they come over then and look at it then say you need to set up an appointment.
The staff may seem cheery, the apartments are quite large and roomy. But peole don't leave Harbour Club because they are buying a house, they leave to move to better apartments.
