The neighbors are great. Also, you don't normally hear your neighbors unless you're standing directly next to the adjoining wall.
However, you must call the office repeatedly to get anything fixed in your apartment. My refrigerator left huge puddles on the kitchen floor and filled up the crisper bin with water. I had to call at least 5 times to get it replaced.
Furthermore, the heat is supplied by the management from April 15th to October 15th ONLY. If it's cold before then or after, too bad for you.
Finally, the management office loves for tenants to "tell on" other tenants so they can send them nasty letters and charge them ridiculous fees.
