My original review was much "nicer", but since then, our experience with them has gotten much worse.
In summary, our first apartment was okay. We weren't happy with things like people never leashing their dogs or cleaning up after them (we watched people let their dogs poop right in front of our bedroom window), our electricity bills were outrageous because of a broken fan outside that would only shut off if you cut the circuit breaker. (Our bills went from $100 to $45 the month I figured out how to shut off the fan!) The building was infested with cockroaches at one point and they also had a breakout of fleas. A woman who was moved into that building but had no pets told me that she had flea bites and that fleas were living in her cupboards. Some neighbors of ours had a cat that they let roam free - which I wouldn't really care about - except that the cat would bring in birds to the common hall and kill them, leaving little bird pieces everywhere. It was disgusting, and no one would clean it up for a week or more sometimes.
Our apartment flooded really bad after a nasty thunderstorm. It was a pain and unfortunate, but we figured it was a one-time thing. However, the apartment then flooded in the bedroom every single time it rained. After one storm, the apartment never STOPPED flooding, which we were in the middle of when I wrote my last review.
We got maintenance to come out, who tried several times to get us to 'confess' that we'd left water running, or that we'd over flowed the toilet. I'm serious. It took almost three days before they were willing to give us a new apartment. By the time we were moving out, the place was completely pungent with mold. It gagged me to walk in and out to grab stuff. Management DID give us a few days' break on our rent. I'm not sure that's the best they could have done, but we accepted it and moved on.
They told us that the apartment flooded because of a burst water pipe. I think that's a lie, because it only flooded after it rained.
The new apartment, they admitted, had been vacant for only a day when they wanted to move us in. It was completely trashed, but they said they would clean it. There were stains all over the carpet, and cigarette burns in the floor, that they simply "patched" as we were moving in. The apartment was 'brighter', but that's really the only nice thing I can say about it. The carpet was in miserable shape - I'm sure that had we not had to move in because of the flood in the other apartment, they would have changed the carpet. (More about that later) The outlets were dangerously loose - I can't tell you how many times things came unplugged in the middle of the night, and I'm surprised it didn't start an electrical fire. Our windows were NOT sealed at all, and we had INCHES of ice on them in the winter. There was also some sort of gas leak in one of the apartments, because we smelled gas from the day we moved in until we left. We told windsor place about it, and they said they'd contact consumers. I don't believe they ever did. Oh, and needless to say, our electric bills were horrible in this apartment, too. But I guess you'd expect that when your doorwall is caked in ice all winter!
Snow plowing was pretty sad. They did pretty good with the sidewalks. However, whomever they hired to plow the parking lot was terrible. If you're unfortunate enough that you don't have to leave for work by 7 am, your car WILL get plowed in. I've attached a picture of what my car looked like on several occasions this winter. Did we get a lot of snow' Yes. However, almost every time we got snow, no matter where I parked, they plowed the snow right up the the top of my back bumper. Since most apartment dwellers don't have big shovels, it sometimes took me hours to dig my car out, all because of the plowers.
Despite originally telling us that they needed 30 days written notice, they ended up sending us a letter saying that they wanted 45. Not a big deal, but keep this in mind, that windsor place loves to tell you one thing and then change it later.
Our building was right next to the office - and they STILL did not enforce leashes or dog poop cleaning. In fact, the problem was twice as bad there as it was in the old building. My 15 lb dog does NOT like being approached by your pitbull, ok'
Our neighbors also liked to fight a lot, and those directly above us shut their dog in the bathroom while they left, so the dog would sit there, bark, and scratch at the door the ENTIRE time. I know that's not windsor's fault, but it was pretty irritating.
We moved out as soon as we possibly could and hoped that was the end of our experience with Windsor Place. Nope! We soon got a bill for them re-doing the carpet. They kept our $400 in deposits ($200 regular, $200 non-refundable pet), and are seeking an additional $120 from us. Now, had we actually damaged the carpet, I'd be glad to pay it. But we only lived there for 5 months, and the carpet, as I mentioned, was totally wrecked when we moved in. Plus, they never gave us a checklist to itemize damages when we moved in, nor did they give us a copy of the new lease. So frankly, they failed on every account, and it's downright scummy of them to expect us to pay for damages WE didn't inflict. We've written to Mark management in hopes that they will do the right thing in this case, but I have very little faith in them at this point.
Despite telling us otherwise, windsor place didn't change the utilities to their name after we left. WE turned off the circuit breakers when we left, so there really shouldn't have been anything being used. But, we got a utility bill that was much more than our current apartment - and we didn't even LIVE at WP during the billing period they're charging us for! So we took it to windsor place, and of course, they won't do anything about it. But you can bet that if a tenant forgot to put the utilities in their name when they moved in, that windsor place would make SURE that the tenants paid the bill. So, essentially, we got to pay for electric that Windsor Place has been using.
Trust me, they are not worth your time, not worth the effort, not worth the hoops you'll have to jump through. I would not live there again, even if it were for free. If you have any problems, tough luck, because management isn't going to help you out. In the end, they DON'T care about their tenants, or at least, that's the feeling we walked away with.
We were GOOD tenants. We always paid our rent early, we kept our dog on a leash, and we cleaned up after it. We didn't leave trash in the hall, and we didn't destroy their property. It's a shame that they don't take ANY of that into consideration.
Oh, and by the way, your tenants would STILL like to know what caused that fire last July!
