My wife and I lived in this complex for a year. We would have stayed longer, but we bought a house in the suburbs and our daughter is starting school (not going to send her to Detroit schools).
We had a great experience with Millender Center and its staff. We had 3 maintenance issues in our time there and they were fixed within 24 hours of reporting them, one was taken care of within 1/2 hour! Within the building, safety was top-notch. There is a 24 hour security desk to control entry to the building and there is always one security guard roving the building checking the security of all entrances and systems. Noise is a non-issue, the walls are very thick and there is no noise from other apartments coming into your apartment. In the hallways you can hear other people's music, etc..., but once you close the door it is very quiet.
The building is located very conveniently. It is near all of the highways and very close to much of what downtown Detroit has to offer. It is 3-4 blocks from Greektown and 8 blocks from the stadiums. The Detroit River, Ren Cen, Cobo, and Joe Louis are all very close. The People Mover stops in the building to make it even more convenient.
The rent is resonable and they include heat, water/hot water, and basic cable in the rent.
There was a minor issue with parking. The parking garage is shared with GM and would be quite full during business hours. For the most part this was a non-issue, since I would come home after they left for the day.
Overall we were very pleased with the Millender Center and its staff. The city was a completely different experience.
Overall safety in the city was not as big of a concern as I had worried about before moving there. We never had a problem walking around the city, even at 2-3 am. The city is preparing for the Superbowl and road construction in the city and the surrounding freeways is terrible!! It was a real problem to get where we were going on the weekends and for visitors to make it down to see us. I work in the suburbs, and was always driving opposite of traffic, so that was nice though.
Major concerns were shopping and city noise. There is no convenient shopping in the downtown area. There are plenty of bars and restaurants, but there are no grocery stores in the area (we had to drive to Taylor to grocery shop) and there are no mass merchants anywhere close. I expected some noise when moving to the city, but construction noise at 7am on a Saturday is unacceptable! Also, it was a real problem having to deal with motorcycles revving their engines at 2am, trying to be as loud as they possibly could (I guess they thought it sounds cool resonating off of the buildings). You will definately have to plan for your car insurance to go up dramatically as well; ours doubled over what we were paying in the suburbs!! And don't even get me started with Kwame Kilpatrick and all of the other BS that this city is dealing with.
Aside from the few drawbacks, this is a good place to live. We are glad we lived in the city for a year.

Is there a bug problem? because i have heard from some residents that roachs are frequently seen in their apartments.

I have lived here for 2 years and I have never seen a roach in the building.

I've lived here for 1 year and have never seen a bug either. Since I'm from New York, where bugs are prevalent, my guess would be that the people who told you of roachs in their apartments may have had them brought in inadvertantly by their guests (which happens often in New York).

You drove to Taylor to go grocery shopping?? You should have just driven to the quaint little Harbortown Market, less than a mile down Jefferson. It's a very nice store. As for going to Target, Best Buy, etc., you should have taken 94 to Dearborn or 75 to Warren, those are much closer than Taylor. Good luck!
