Upon moving in our children were treated as though they were not accepted at play grounds/ basket ball court by other tenents. Maintenence makes minor child do his work, snowblowing, shoveling, and so forth (a bit illegal). When management was told they said that it was his right as a parent. Unwillingness to work with us as tenents with anything. Charged for blind repair without notification. Grounds has fecal matter in areas of play. Management is rude and speaks at the same time being spoken too, without listening. District manager fired a person over the phone, in front of client. Management does not take complaints seriously. Managment rents out handicap apartments to who ever will pay rent, handicapped or not ( also illegal). Before considering living here, check out better business bureau. Management does not recognize needs of tenants. Customer service skills non existant. Noise level not maintained, loud music and yelling at all hours of night. complaints not looked into. Police are always in the complex responding to complaints. Not child or pet friendly. Managment has a "oh well, not my problem attitute". Insect problem in apartments ignored by management, poor insulation, very cold in the winter!
No communication between staff members, one will say something and the other will say you are lieng without checking, and won't check. nothing is documented.

Not sure about the rest of your post but it is NOT illegal to rent a "handicapped" apartment to anyone.
