Why are we paying for water now'

Years at this apartment: 2001 - 2004
 
I just got a invoice from the Crossing Place saying that I owe them for water. Water was supposed to be included in my lease'! The Crossing place has constantly done sneaky things like this and frankly I am tired of it. They better be careful though because there are a lot of law students that live here!
