From Staff to Utility bills, Everything sucks

Years at this apartment: 2007 - 2009
 
Manager not helpful at all in addition of all the staff. Utility bills, ridiculous high, more than 150 and may reach 300 per month
Maintainance does not show up for a week, leaks in pipes etc.
Quiet and good place but not worth the trouble
