Stay away from building 1165!

I first lived in a one bedroom in building 1137. It was quiet for the most part, the only real problem was we had brown water a lot of the time and the washer/dryer would stop working in the laundry room. Although, in that parking lot my car got broken into (probably from all the people that walk through the parking lot that don't drive), but I realized that that could happen anywhere, so I didn't blame the complex for it. Anyways I liked the placeI first lived in a one bedroom in building 1137. It was quiet for the most part, the only real problem was we had brown water a lot of the time and the washer/dryer would stop working in the laundry room. But I liked it enough to upgrade to a 2 bedroom, which moved me to building 1165. Right away I noticed a HUGE difference. For weeks were heard running/thumping at all hours of the day. It was so loud that we thought it was the people next to us. Well come to find out it was the tenants below us. We put in a few complaints and they never stopped, they just must have not cared. They ended up moving so we thought things would get better. Nope...the next neighbors had their own issues. They liked to fight outside on their balcony or in the parking lot for everyone to hear/watch. Some a-hole that lived in the building went out of his way to be rude to everyone. He acted like he owned the place and even walked like he was something special. The main problem above anything was the heat. During the 8 months we spent there, they heat in our building went out a total of 6 different times. One time was at the peak of winter when it was below zero outside. I went next door to ask my neighbor if he noticed the heat out as well (which his family was always nice to us) and as soon as he opened the door, they were covered in winter clothes, gloves and hats and the wife was standing in front of her opened oven to try and stay warm. I felt bad for them. The heat was out for 3 days (they wouldn't fix it right away cause it was a weekend), but after it got fixed it went out 5 more times throughout the winter. Right outside my bedroom window was some kind of electric unit, and occasionally a loud alarm would go off and no one would be around to fix it cause the office was closed. I called the maintenance number and got no answer. They didn't come till the next day to finally fix it (I went the entire night with no sleep cause it was so loud). Another bad thing was the roads are so beat up that it causes serious damage to your tires. Maintenance was very slow, which could be the reason why they went through 4 different guys the entire time I lived there. The water went completely out a few times with no explanation. You have to mail your rent check to Ohio 5 days before it's due, otherwise if it comes late they will charge you an outrageous fee, even if it's the mail's fault. One time they received my check and cashed it, then a week later I get letter saying they never got my check and wanted me to pay all these crazy fees and threatened to evict me. I went to the office with my duplicate check and my bank statement showing that my check was cashed, but even then their home office insisted they never got it. Finally the manager must have convinced them that I don't owe anything cause they finally let it go. So, I recommend staying away from 1165. I don't know about the other buildings besides 1137 (which seemed ok) but you better run like hell if they want to put you in 1165. Even one of the employees there said that that's their worst building. I also heard that shortly after I moved out, the roof caved in on a lady's bedroom and everything got damaged by all the water/rain. And they told her because she didn't have renter's insurance that they couldn't do anything for her damages and didn't feel responsible.
