I have lived here for 9 months and each month seems like there is a new problem. I was promised a new door for one of the bedrooms...never got it. I was promised a new screen...never got it. Smoking in the hallways cigarettes and pot both. Loud neighbors in all aspects. Music, yelling, kids screaming/crying, cussing at women and small children. Just an overall horrible place to live. The grounds are well kept during the summer but they do a horrible job in the winter. Some of the residents seem to be nice people but many of them are very low class and don't even care to change that.
BUT HEY THERES A POOL...which isn't very well kept and I swam in it once and will never return.
Management was very nice but nothing really changed in the 9 months I have been here.

If the management is done by a certain property management company from Kalamazoo, then your circumstances will never change. I have experienced them elsewhere. However, I'm quite surprised that you actually have "nice" management there. Again, have experienced them elsewhere.

The woman who actually works at the office on-site is nice... behind the scenes don't seem to do anything

your review is right-on, i do think you are being a bit too nice about it. i have the same problems in my building with the tenants putting out their cigarettes/cigars/joints out on the walls, and railings of the stairwell. apartment manager is friendly, but doesn't do anything to alleviate problems
