An initial cleaning fee is paid before you move into the filthy apartment. Trying to get the apartment cleaned after you move in or money back does not work. It is a huge joke. The buildings are old and not insulated well, meaning you freeze in the winter and have huge AC bills in the summer. Maintenence only fixes huge problems, everything else is left up to you.
