Excellent maintaince/grounds, but low rent tenants

Contrary to some of the other comments posted here, Concord Place Apartments are very well maintained and managed. Kitchen cabinets, refridgerator, gas oven/range, and carpet are all kept in good condition and replaced as necessary each time a tenant moves out. The grounds (grass, trees, bushes) are very well kept and watered daily. The fire alarms are tested in each building the third Wednesday of each month. The water pipes in each building are flushed out each month to keep your water clear. There is always plenty of hot water and heat. I have absolutely no complaints about the maintaince of Concord Place Apartments.
However, probably because it is one of the least expensive apartment complexes in the Kalamazoo area (actually located in Oshtemo Township), it attracts low rent tenants. As a result, Concord Place Apartments does have a high crime rate, it can be unsafe in the parking lots at night, and there is a lot of noise at all hours of the day and especially night. Concord Place Apartments holds the dubious distinction of being the location of Kalamazoo County's largest drug bust ever, when a huge quantity of cocaine was found in an apartment in January 2001.
Concord Place Apartments does employ an "Elite Security" guard, but he is not on duty every night. I have seen the Kalamazoo County Sheriff's department chasing down criminals around here well over 20 times in the years I have lived here.
What Concord Place needs to do is employ two secutity guards EVERY night of the week. Things seem pretty quiet when the security guard is on duty, but there is all kinds of noise and suspicious activity when he is not around (or even on break).
My biggest single complaint about Concord Place Apartments is the noise at all hours of the day and the night. There is currently someone lighting off bottle rockets between 10:00 and 11:00 every night since the last week in June and has not missed a night since. I contacted the Oshtemo Township Fire Inspector about this and he came out, but he drove away before they shot off their bottle rockets for the night.
On an ongoing basis, the largest component of the noise problem are the cars that cruise around here with their low frequency bass speakers blaring. It would be nice if the Kalamazoo County Sheriff would start ticketing all these people and collecting the fines. I don't think it would take too many large fines to convince people to turn down their car stereos.
There have also been safety issues with Concord Place Apartments. There was a series of parking lot armed robberies in 2001. It was usually a female who was robbed of her purse at gunpoint. I still do not feel particularly safe at Concord Place Apartments, but this would cease to be a problem if they employed two security guards, in two separate patrol cars, all 7 days a week.
Also a security issue at Concord Place Apartments is a lack of security doors. Anyone can come right up to your front door. There are no security doors or barriers of any sort. Erecting security doors would greatly enhance personal security at Concord Place Apartments.
