management is quite cheap, update

This is not a bad place. It's very quiet, the office staff is nice, the grounds are nice, the people are nice and mostly middle aged. The problem is that management does not like to spring for building upkeep. This is not to be confused with the maintenance staff who are very nice and fix things well, though not always in a timely fashion (they're swamped). It also depends on what you think should be included in general property upkeep. It took over a month to get a faucet that didn't run continously (but it's not usually that bad). Our carpet was worn to the nub and stained when we moved in, only some of the kitchens are upgraded (not ours, and they said they can't do any more upgrades for some reason-- but they do upgrade appliances as needed, only new cabinets and the addition of a ceiling fan are included in official upgrades). One bedroom window is cracked and doesn't shut properly, and when we asked if they intended to replace it, they said no-- they said it nicely, but it was still no. In all fairness, the window is a very minor inconvenience, but the next issue is not: Our air conditioner broke down LAST summer and they have not fixed or replaced it. They said the air conditioners are old, and they just don't work well-- and that has made living here in the summer almost unbearable. I have been in other apartments in this building in which the air conditioners worked much better, and ours used to work when we first moved in. So I know that it's actually broken. And even when it worked, the electric bills were over $120/month in the summer, because it is outdated and ineffecient. We're going to ask about the air conditioner again. If anything changes, I'll update this post. In fact, when I found this site, I was looking for another place to move to. We're considering leaving simply because of the sweltering heat. It's a lot of space for a little money, but don't expect the Ritz. You definitely don't get what you don't pay for!
Update: we did get an air conditioner that works better-- not well, but better. The office staff and maintenance tried hard to fix this problem-- but with only limited resources. They switched our air conditioner with another one in an empty apartment, because management does not buy more than a couple of actual new ones at a time. The "new" one cooled the apartment, but also freezes itself over (ice covering the inside of the vent) when left running for too long. So, it has to be shut off to thaw. Also, whoever moves into the apartment with our old air conditioner is going to be very unhappy. We are planning to move next spring when our lease is up.
