I didn't have a very negative experience at Western Pines but I did have some problems...
When we moved in, we had to pay $100 as a cleaning/prep move in fee. When we came into our apartment, there was a mess in both bathrooms, the kitchen was missing a drawer and we didn't get the new, white carpet as promised.
We continually had problems with out toilet, and one day the maintenance worker came out to fix it. He took the entire toilet off, and emptied all of it into our tub making a mess on our shower curtain, floor rug and walls and never attempted to clean up and failed to tell us that he was finished with the job.
Other than that, fairly positive experience, although a 3 bedroom living room isn't as cozy or homey as I had liked.

i agree with the mess that the maintenance staff leaves when they are finished (even with their new management). but i have never had anything bigger than what my vacuum can clean up
