Was great for 3 years but got screwed when I left too!

Years at this apartment: 2000 - 2003
I stayed there for 3 years and basically loved it except for the increasingly GHETTO neighbors. I moved in on a special with no security deposit. I gave my notice, left the fwd address and thought I was done. 30 days later I got a "final bill" for 2 months of water. I just wanted to be done so I paid it. Over 60 days after I had moved, they sent me another bill for 979 bucks saying I had ruined the carpet. I disputed it but it didn't go well and they sent me to collections, that is now keeping me from getting a house or I have to pay. But even when I pay it will still be on my record and since I didn't pay a security deposit the 30 day law doesn't apply. I am screwed... thanks Chris!!!
