Barking Dogs

My husband and I lived here for three years, and finally had to end up moving because a Marshall City police officer moved above us on the third floor with her two dogs. Those dogs were allowed to bark for as long as they wanted. She even locked them out on the balcony when she left for work, and no, no kennels, just out on the balcony with no food or water. My husband who was also a police officer told the manager it was a land lord issue and we continued to call when the dogs would not stop barking for at least 20 minutes. 95% of the time, nothing was done even when we continued to let her listen to them barking above us on the phone and the manager stated she could hear them from across the street to where she was. This lasted until the very day we moved out and had to call Marshall City Police who did nothing because again, it is a land lord issue. The Marshall City Police were called at least three times to this Police Officer's apartment because of her barking dogs. So if you want peace and quiet, this is NOT the place to rent at.
We also had a LOT of problems with our apartment. Everything from the toilets and appliances, to the brackets and closet doors are made of the cheapest quality. They are were never replaced when broke, only "fixed", which just made it break again. After the first six months of living there, my husband and I started to replace what we could with higher quality things (ceiling fans, towel hangers, and shower heads.) None of which you get back when you leave. The lighting is very poor in all rooms, as the light fixtures are close to the door and not centered in the rooms. There is NO lighting in the living room, and all electricity plug ins and light switches are crocked and cockeyed.
We were on the second floor and didn't have the problem with the heating as much as other people. However we only had to use the heat maybe a total of 6 times the entire three years we lived there.
If you are looking for a yard to let your children or dogs play in, forget this place. The land lord does not enforce tenants picking up their dog's waste. You have easy access to Family Video right behind your complex, but don't dare walk there as you will never make it sliding in all the dog waste.
AND BE VERY CAREFUL in the winter time. The manager does not keep up on icing the sidewalks or parking area. I saw an elderly gentleman fall twice in the same week on the sidewalk. Finally my husband, myself, and another tenant went out and iced all the walkways and parking as much as we could.
