I've lived at Portsmouth for a year and the experience has been good overall. There is always plenty of parking (though the parking lots are in shambles).

The apartment is spacious and the view isn't bad either.

Every time I've needed repairs or maintanence (rarely) it's been done within a day or two.

My only real complaint is the management. Some of their employees have been very nice, but others definitely are not. I've been lied to and they are generally unhelpful. Also I work from home ocassionally and asked before I signed my lease if I could get high-speed internet. I was told I could get DSL through the phone company. Unfortunately this was wrong (this makes working from home impossible, which is why I'm moving).

Overall I would recommend Portsmouth, but beware of the management.
