Not best, not worst, decent value for the area.

I've lived in Edw. Rose complexes for about four years now, in Portsmouth prior-to and currently Springs II. There are going to be shortcomings in any community that is owned by a real-estate corporation simply because the attention to every detail cannot be looked at. Being somewhat handy, odds and ends that I can do myself - that don't cost money - I'll do. Being somewhat of a stickler for quality, I'd prefer doing all the work myself, but given it's not my property, I don't want to be responsible for possible damage that comes with any home improvement. Short of a laundry-list of trouble we found upon moving in here, what could be fixed was taken care of immediately and what couldn't be aren't major enough to worry about.

This complex isn't the best or the worst as far as apartments go, but for the area, it's a great value. I pay $850 for a 2br/2bath unit with cathedral ceilings. Lots of room, not much practical storage space though. You can pay much less in the area and have a really crappy apartment/complex or pay much MUCH more (thousand, plus) for something really, really nice. There's not much selection in this area. The architecture is modern and functional but the materials, at times, are obviously "contractor grade." It works, but maybe not great. Doorknobs are plastic, etc. If it bothers you - buy your own, take them with you when you move. I've added my own decorative knobs, wall plates - and as long as it's not damaging to the building, Maintenence doesn't care, it seems.

As far as pests go - if you're on a ground-level apartment - anywhere, you're bound to get more bugs. The apartments are designed bunker-style where the front half is buried half-way underground, like in a basement, you'll get more bugs. Also, living on water (as I have all my life), you're bound to get more bugs. If you don't like bugs or spiders, don't live waterfront.

The complexes are mostly yuppies, some college students, but mostly mature enough to act responsibly. Occasionally you do have racket from the cheaper ends of the complexes, but that's to be expected in any multi-phase subdivision.

All in all, aside from a few minor issues with bookkeeping and maintenence, I've been very happy. Just make sure you keep all your records - but that should go without saying. People make errors, including the courteous office staff, but staff here are quick to apologize and resolve when an error is their fault. I'd definitely recommend these apartments over others in the area to anyone.
