Rude management said no refunds to my refundable $150 waitlist fee

*First of all, management at this complex is rude and incompetent. Paperwork is always incomplete, and your stated move-in date will not correlate with what they decide to write-in on their paperwork.
When I put in my application a year ago (Jan 2008), I wasn't sure which month I could move. So, I was told that if I leave a REFUNDABLE $150 priority waiting list fee along with the application fee, they would hold my application until the prospective moving date. The whole point of this fee: if I decided to get an apartment, I would have priority in obtaining one and the $150 would go towards the rental deposit if a lease is signed; however, if I decided to cancel my application before my prospective moving date I would get back my REFUNDABLE $150.
I went back in Aug 2008 before my prospective moving date to get back my $150 after I decided it was not possible to move. At that point, management had a $150 check ready for me. But then I decided I wanted them to hold my application for one more year (Aug 2009), so they kept the $150, reassuring me that it was refundable if I decided to cancel before Aug 2009.
Well, now it's July 2009 and I called to cancel my application and receive my $150. Two very rude "managers" told me that they will not refund anything since it says on the application that deposits are non-refundable after 72 hours. That was not stated on my application and I was reassured about 3 times that I would be given my money back.
I called another Village Green community and asked whether this is how a refundable waiting fee is handled. I was told that being that I did not give money towards an actual apartment, I should receive my full refund. It was recommended that since I'm having problems with particular complex, that I should call Corporate and ask to speak with the Bookkeeper or VP. I will be contacting the Regional Manager in the morning. We'll see if that gets me anywhere.
It's not about the money. It's about principles.

well I read the application when I went on the waitlist, and it says on the bottom of the application that the deposit is refundable within 72 HOURS of leaving it... So maybe you should read what you sign!

Thanks this is something to keep in mind. Also, to the person above who left that comment, it is very possible that the policy changed since the writer CLEARLY stated that this was over a year ago. I hope that reguardless of possible policy changes, you are successful with getting your money back!! There is such a thing as the grandfather clause!
