Price gouging on utilities

I have lived here for about six months. Everything seemed cool at first till I started seeing what they charged for utilities. On our first bill we were charged $40 for gas and water and that was only for one week! Considering I didn't have the heat on at all that week it seemed a bit high. In the summer we are charge $130 a month for gas and water and $225 in the winter no matter how much we use. That averages out to around $177 a month. I had previously lived in a home of comparable size for over six years and never! not even in winter paid that much. They aren't real clear about how they calculate this price and when you ask about it they just tell you that under their old plan it used to be more. If there is a consumer rights organization i can go to or the attorney general's office to complain I will. These prices are outrageous. Everyone I mention it to says that is high compared to what they pay. Before we moved in they made it appear that the utilities were pretty cheap. So with these expenses and rent I am going to be paying around $1025 for a three bedroom townhouse that isn't even that nice.
Other than that they have attended to our maintenance requests in a timely manner.
Note to management: when you paint a basement floor, and since your sewers back up, please use a water proof paint. when I went to mop the paint chipped up with the least bit of force. No Good!
