Neighbor noise and smells!

This place could be a lot better. My neighbors below were a cadre of immigrants who stayed up all night smoking and stewing some sort of horrid-smelling food. The stench would literally wake me up in the middle of the night. Also could hear the couple next door arguing and/or getting it on. Ditto the other poster who complained about a/c. Why isn't it in every room'
