Another Day, another headache

Today, once again, the electricity in the halls went off, as well as both elevators broke down.
Because only FOUR emergency lights work in the stairwells, the older people were forced to sit in the lobby for hours.
After sharing my disbelief at the state of the emergency lights, I suggested to Emmett, the buildings manager the he have employee's help these people to their apartments or buy some flashlights for the people to use so they could go home.
He said that supplying flashlights was NOT his responsibility and that the emergency lights passed the fire inspection when they were installed.
