Apartment complex is ok, but winter shoveling is very poor

I was not very happy with my experience as a Village Green Tenant. I didn't think the common areas were very well maintained, especially during the winter. Even though this is a large complex, they simply hired some gentlemen to shovel the walkways and driveways with hand-held shovels. Needless to say the job was very poor and unsafe.
Another problem I had with Village green is the following: the front office is not very thorough or knowledgeable. Here's my example: I rented an apartment in this apartment community for 1 year and upon my vacating from the apartment, I was told by an office worker that the office handles all utility shut-offs: including water, electricity, gas. In amazement I asked several times to clarify that this was in fact the case.
A month after the termination of my lease, I received a bill from both my electric company and my gas company for a date of service well after my lease had been terminated. When I inquired with Village Green about this mix-up, they were unhelpful and denied their responsibility for this error. I know that it is usually the tenant or homeowner's responsibility to shut off his/her own service, but this person insisted that the Village Green office would handle this on the appropriate date. So now, we are stuck with electric and gas bills at an apartment in which we no longer live.
Not only was the person's information incorrect, which evenually hurt me in the pocketbook, the person with whom I spoke to try to clarify this matter was unhelpful and not very pleasant.
