you're better off living on a college campus

If you want a quiet, and yes sometimes cleaner, atmosphere, you are better off living on a college campus.
In the ONE year that I have lived there, I have had at least FIVE different neighbors surrounding me. There is one common thread among them: they are loud and inconsiderate. (and I have a high tolerance for noise being a former college student)They party at any hour of the day, any day of the week. They smoke pot in the hallways, get drunk, scream, fight, punch walls, and throw glass. Good luck trying to get them to quiet down, because they get louder and watch out so your car doesn't get keyed. Security isn't any help because they are old enough to have experienced WWI. Besides, you can usually find them cruising around in their car (too lazy to walk the complex) or sitting on the bench smoking.
There is no playground, so the kids play in the hallways and parking lots, which apparently doesn't bother some residents who feel the need to squeal their tires and peel out every time they leave, and turn on the bass full blast at 6:00 am.
Security: aside from the lack of capable guards, there is a guard shack that is never used, and a locking gate that is broken, so one side never shuts. I don't see the point of even having one locking gate, because the front entrance is always open to everyone. Also, I always leave my apartment door locked, even when I'm at home. On more than a few occasions, I have seen and heard the doorknob try to turn. I don't know if it is kids playing around or adults trying to break in, but either way I now have a baseball bat under my bed.
Maintenance: probably the worst I have ever experienced. When the hot water tank above the apartment broke, water came leaking down through the asbestos-filled ceiling. "emergency maintenance" - what a joke. It took maintenance NINE HOURS to come turn the water off. We had so much water, it flooded the apartment below us. We never received an apology, a reduction in rent, or even a phone call from the resident manager. Two months later, the paint and drywall is still peeling and the wall is molding, and the resident manager still won't return phone calls about fixing the problem. Not to mention the fact that maintenance requests from when we moved in a year ago have never been addressed.
The pool is too small for the 50 kids from around the city who come and use it, and I won't go swimming for fear of what remains after those kids have gotten out. The workout facility is OK, but there is always at least 2 machines that don't work at a time.
The elevator smells funny and is broken a lot of the time and the laundry room has a least one dryer broken at a time. Of course maintenance doesn't let you know that, so you put your money in and one hour later you find your clothes still soaking wet.
The complex office staff is somewhat helpful- they leave messages for the resident manager who is never there and who never returns phone calls. If you expect a problem to be fixed, maintenance could come anytime in the next year. They don't tell you when, just "sometime in the next week" - (thanks for the appointment...)
The only reason I am still here is because it is cheaper than other places I have looked, and I have too much stuff to have to pack up and move again.
