high rent, annoying people

The apartment isn't bad, recently redone yet rent is very high 700 for one bed room.
People who live here tend to be annoying, they dont watch their children, they throw rocks at cars, run out in front of vehicles, parents dont take responsibility for the kids and management sends out letter but does nothing to stop the wild children herds.
