TOO HIGH GAS charges utilities

rochester villas in troy,michigan gas prices being charged here by the utility company (energy billing systems inc) is too high and higher than what consumer energy charges on average per month.
for example monthly bills for the gas bills are 175$per month and also water heating bills are too high like an average of 40$a month.
apart from this maintainence is ok

I am thinking of renting here. Are you saying the gas bill is 175 a month every month of the year? And is the 40 water heating charge separate from that? So the gas bill runs $215 a month?
