GAS BILL IS TOO HIGH

I AM PAYING ALMOST 150 DOLLARS EVERY MONTH EVEN THOUGH FOR THE WHOLE WINTER I HAD MY HEATER THERMOSTAT SET ON 65 DEGREES.
ITS TOO MUCH....AND THEY CHARGE WATER HEATING NOT PER USAGE BUT DEPENDING ON HOW MANY PEOPLE LIVING.
WE SHOULD DO SOMETHING ABOUT THIS.....
