I moved in a year ago and Harlo turned out to be much better than I expected. The rent is cheap for a one bedroom, but the quality doesn't suffer. I don't know about the whole complex, but my building is great. I live in the first building off to the left right at the entrance. It is off on it's own completly away from all the other buildings so it's totally quiet. This means I don't have to bother with a lot of neighbors and there is parking for basically just my building. I have never had a problem with noise coming through the walls or ceilings. The maintenance is really on top of everything. I complained about my refrigerator when I moved in and I had a brand new one that day when I came home. The office staff is really courteous. There may be some surly characters and noisy kids in the back of the complex, but my building is super. I would recomend to anyone that wanted a cheap, quiet apartment.
