This is the lowest unsubsidized rent in Waterford. However, I encountered two major problems. First, the moldy carpet padding was not replaced for over a year until I put my rent in escrow--a problem with my asthma. The moldy tackboard was not removed on installation of new carpet. Second, my sister was consistently charged a late fee even though she mailed her rent in earlier than me--even, for example, when I mailed two checks in the same envelope.
Other issues, like safety: Graffiti on the back of buildings in the rear of the complex, parking and common area lights frequently out, storage space door broken off hinges (but stuff not stolen)--very few maintenance staff for the size of the complex. Inside the apartment--drafty windows, no open space between kitchen sink and counter, peeling bathroom paint, leaky gas stove (fixed after numerous requests and I let it run when maintenance came over for something else), etc. Some office staff helpful, others don't do anything. I find it necessary to get a copy of any maintenance requests I put in to ensure they are actually submitted. Maybe new management will help.
