I've lived at Hines Park for a little over a year now and while I have some complaints, most of them are due to the luck of the draw. I have some trashy, messy and inconsiderate neighbors, but people like this exist anywhere and you really can't run to management everytime someone annoys you. My building just happens to have the collection of stupid people, wheras my brother who lives in another building has all very nice neighbors.
When we do have a problem management is very helpful and quick to take action. This is the 5th apartment I have lived in (3rd commercially owned) and it has by far been the best when it comes to nice staff, efficiency, courtesy, and price. I really don't think you could find a much cheaper apartment in the area that is going to be as nice. Granted the grounds aren't all that pretty, the building is old and the landscaping could use some help, but I am very happy with the appearance of the inside of our apartment, and really that is what counts.
So for anyone that complains about the people that live near them, well...management really cannot help how the neighbors act and they cannot turn them down for an apartment based on the fact that they are trashy, so either deal with it or don't live in an apt. We are buying a house soon so we are on a month-to-month basis, but if we were not, I am sure we would have signed on for another year. BuLYzGcKAVo8MQPlcXJq

Yes, but when the neighbors are SO bad and have domestic disputes every other night they ARE (according to the LEASE AGREEMENT) supposed to uphold ALL rules to a quiet, safe and peaceful environment. If you have tenants that are a nuisance to all others living there YES it IS the landlord's responsibility to take care of it!

I must agree with both parties. Although the lease states that tenants should be quiet, you can not tell who will be noisy until they move it. Then all you can do is ask them to be quiet.
On the other hand I have dealt with neighbors that were so loud that you could not sleep for the whole night. That is completely unacceptable and there should be a limit to the noise. Excessive noise should not be put up with anywhere. It is easy to say you shouldn't live in an apt if you can't tolerate the noise when you don't have to deal with it. If people in apts could afford houses I dont think they would live in them.
